So my case here is that i am patient!Maybe too patient!Why?Well simply because i don't know a person who will wait 2 years for a commission!Only i do that because i'm crazy - but that's what i am trying to figure out!
Do i need to wait for it more?Let's see our odds - the artist's last visit here was 24 weeks ago and their last submission was on Aug 5,2014!They last had a full list of commissions when i ordered from them with my commission!But that is no excuse!I payed extra!
So that would be 30% to 40% chance of ever getting my commission done?Also,i payed beforehand so my points remain in their hands!They are a skilled artist so i think they are worth it but 2 years is a lot of time!I last asked them on my commission's progress in Jan 26,2015 - no response!They haven't even read it!
Wait more or ask for a refund?

That... That is way too long in my opinion. I'd say ask for your points back but if they've not even acknowledged your concerns, it's unlikely they'll respond to refund you.
I've got a two week time limit on my commissions or you get an additional bit of art as an apology... It's kept me in line!!
